You first have to consider your computer performance and buy a cooling fan for its needs. What is cool about this computer cooling fans is that they are cheap compared to a water cooling system and with less money you can get high performance.
If you don’t want to spend lots of money on your computer cooling you can buy a good silent fan with high cooling power and your problems are solved.
